Bleh, you made a great mistake. Liu Bang founded the Han Dynasty. Liu Xiu founded Eastern Han in Luoyang. Except for theset two founders, there are many other emperors of Western and Eastern Han Dynasties.

Bleh, It isn´t easy to see when these dynasties started with all the different points of view of historians, but Liu Bang, a farmer who became a successful leader because he was always ready to listen to advice, was named King of Han by Xiang Yu a professional army chief who split the Qin into separate ´kingdoms´ but who was too arrogant to ask his officers anything, Liu Bang and Xiang Yu competed to see who could reach the Qin capital first and Liu won. Xiang Yu then assumed the throne but the people didn´t want him. Liu Bang had a popular following and so was granted the crown. He reigned alone. Later Wang Mang of the Xin sprang up and then the Eastern Han, but I can´t answer your question, ¨Who¨ was the guy. Sorry
