I think he wasn't. Emper Wudi (Liu Che) should be the most successful ruler of the Han Dynasty. During his reign, the Silk Road came into being. He ordered his troops to defeat the Huns three times so that Han's territory was greatly expanded.

Liu Bang wasn't the most successful one. However, it was him who established Han Dynasty.
