Is it another form to get the visa here in paris?

Hi, i'm brazilian. I'm traveling for tourism in france. I'm planing to go to china, i went to the chinese consulation, but they informed me that they only could give the visa to residents in france, and said that i only could get this, if i come back to brazil.
