any more policy changes?

I was told from my agent in China that the authority has made some modification on the railway ticket purchasing policy. They told me that they cannot book the ticket online. They can just go to station with my passport copy and buy my ticket. They told me that they cannot only book the ticket. They has to pick it up.Is this true?Since your web-site has no such information.All I want to do is; 1) Book the ticket through some agency. 2) Pay the ticket by Credit Card, 3) Pick up the ticket at the station.Can I still do this?
