I am USA citizen traveling through kmg airport. I have 20 hour layover. Can I leave the airport?

Yes, but you need to apply for a stay permit after arrival at the airport showing your passport and flight ticket.0

No, it is not a visa, only a "stamp" named Stay Permit, which is free of charge.1
