About:24-Hour Visa-Free Transit

SFO - PVG(Connecting flight wait time 15h 55m) ; PVG - KMG (Layover Time 2h 15m), KMG - CCU

Hi, I am traveling with China Eastern from SFO to Kolkata and have a Connecting flight wait time of Connecting flight wait time 15h 55m at PVG and Layover Time of 2h 15m at KMG. My questions is :

Qn. Can I get out of the airport during layover at PVG for some sightseeing
Qn. Do we have to collect our checked in luggage at PVG and again at KMG or will it be tagged all the way to CCU.
Qn. Upon our landing in PVG, do I need to apply for a temporary entry permit at 24 hour visa free transit counter ?

1) Yes, you will be able to exit the airport and do some sightseeing in relation to your flight arrival/departure.
2) If you are traveling on a single (through) ticket and it seems so by your mentioning of China Eastern, it is almost certain that your luggage will be tagged all the way to Kolkata. Anyway, to be entirely certain about this particular detail, you will ask this at check-in in San Francisco.
