apply for S1

We (my husband and two daughters) are residents in USA.
Recently, my husband was asked to join in China as associated professor on June 1st. We decided to move to China accordingly and but one concern is application. My husband still has a valid F and thus my two daughters and I have to apply S1. But the problem is that my husband does not have the resident card to invite us because we will go to China all together from USA. My husband has the invitation letter (job offer letter). Can my two daughters and I use this letter to apply S1?
