Less than 24hours transit through Beijing airport

I am Togolese National with Swedish permanent resident permit. I have about 24 hours waiting transit through
BJ Airport. Its a long waiting time and i wish to enter and go round the city for a couple of hours. Do i need to apply for a Visa at the embassy of china or i can apply at the airport?
