Hi, you can get it on arrival for a stay of 13 days. As I know, you have to prepare return ticket and hotel bookings for entry. Financial support to cover your travel of 13 days is necessary on the rate of USD 100 per day, so just about HK$10,075.

And as I know, there is no limitation of taking along cash into HK. Just don't take too much like a fuill box of HKD!
