Visa On Arrival in Haikou Meilan Int'l Airport

Hi, I'm a Thai citizen and travel myself to this city on the 3rd April 2014 from Hong Kong. Staying in Hainan until the 6th April 2014. Do I can apply the visa on arrival in Meilan Int'l Airport?

The visa on arrival is not available and you need to apply in advance.
