Can we boat from Elephant Trunk Hill to Pagoda hill in Guilin?

As I know, there is a sightseeing on the water tour in GL city and during this journey, visitors can enjoy ten mountains along the Li River, but visitors cannot get off the boat for sightseeing.
So if you want to climb the mountain, you are advise to take a taxi to the Pagoda Hill directly and there is about 3.5km between the two sites.
