Mainland chinese flying out of HK - Can he visit Macau under the 7 day rule?

I have a friend from mainland China with a Chinese passport. We plan on meeting in Hong Kong where we'll stay for 3 days or so. Then we would like to travel to Macau for his max time of 7 days and then take the ferry back to HK to fly to the US (he has a student visa for US). Will this be possible for him under each SAR city's 7 day rule?

I am afraid not, because your friend is only able to stay 7 days either in HK or Macao. He can not visit from HK to Macao then back to HK again.

What if we fly out of Macau? Since there are many ferries to Macau from Hong Kong can he travel from mainland through Hong King and then on to Macau?

Yes, it is ok for him to fly out from Macao.
