About:Chinese Embassies and Consulates

Do we need to request the visa entry to Beijing before leaving our country of origin or while in Hong Kong?

I think you'd better apply in your country before you go to PRC. According to latest requirements, those who apply in HK must provide their legal resident status proof when they apply.
