Who was the Emperor when they were building the Great wall, was it the first emperor?

The wall was firstly built during the Qin dynasty ruled by Emperor Shihuangdi (also called the first emperor). It had been extended during the latter dynasties. It's difficult to list all the dynasties and emperors.13
