visa necessary for belgian resident with us passport?

I have a U.S. passport, but have been a resident of Belgium for 2 years.  I am going to Shanghai to visit a friend in March.

Yes, you need to apply for a Chinese visa in advance in Belgian. If you visit a friend, an invitation letter from your friend is required for your application. Besides, round-trip ticket and hotel bookings are also requried. But if you will stay at your friend's place, the invitation letter is ok in lieu of hotel bookings.
