Visa Application For Malaysian At shenzhen and zhuhai

Hi, my husband is holding a malaysian passport , may I know if he can apply at Gongbei (zHUHAI) and Luohu (Shenzhen) ?

Yes, he can apply for the VOA at Gongbei or Luohu Border.
