Hi I am thinking of going to the Jinshanling section

As the Simatai part is still closed does this mean to hike around the Jinshanling section involves walking in one direction then when it ends coming back on yourself to the same place you started.

Yes. Since Simatai is still closed, you will need to walk back to the same place you started.
