What is the best way to go to Baoding from Singapore? How is the weather in March?

It is suggested to fly to Beijing first and the take the bullet trains from Beijing West Railway Station to BD.
It is still cold and dry in that city in March, with average temperature around 0 to 10C. It seldom rains then.
