I'm afraid there is no direct bus from Pudong Airport to Yangzhou. I suggest you take shuttle bus line 5 to SH Railway Station and then walk to the nearby General Bus Station at No. 1666, Zhongxing Road, where there are frequent buses to Yangzhou n it will take you to Yangzhou West Bus Station. It costs CNY93 per person and the buses are scheduled from 06:55 to 17:30.
