Hi. I'm a Florida resident and there's no embassy here and I read that I can't mail my paper and I don't know anyone in Texas. How can I apply?

you can only apply through the Chinese Consulate General in Houston, Texas.
you may try a local visa/travel agency if you don't want to go there in person.
