Possible to do my L visa in Hong Kong?

Hi,

I had a L type for 90 days that expired 3 weeks ago.
I traveled in Asia during this time, but now I would like to go back to China because I feel like I still have a lot to discover (such a huge/beautiful country).

Can I ask for a new L type for 90 days directly in Hong Kong, or anywhere closer to China than Lithuania?
How long would it take to have this type?

Thanks
