Tibet travel permit needed?

I am travelling to Songpan, Zoige, Langmusi, Xiahe, Tongren in April. Do I need the Tibet travel permit to visit these places? Are these places part of TAR? Will my passport alone be sufficient? (as my country don't need a visa to visit China)

No. There is no other permit needed if you visit these places. Your passport alone is sufficient as travelers who hold Singapore passport are allowed to enter China without visas for up to 15 days for tourism.
