Do I need both Chinese visa and Tibet permit, if I take train Xining-Lhasa?

Yes, tourist L and tibet entry permit are required for this trip. For the application of the entry premit, you have to apply through a travel agency. You can try to contact this TravelChinaGuide if you need it.1
