British getting Chinese visa in Singapore

I am British. I am traveling Singapore, a visa was not needed for here but I am not a permanent resident. Can I apply in Singapore?

I am afraid not, because the embassy requires PR, WP, EP, STP, DP or SVP if you apply with non-Singaporean passport.
