About:China Tourist Visa

do I have to see them in person to apply for visa? can I not send through papers in the post?

If you live in England, you should apply through CVASC in London. The center accept post application, but processing of post application is 10 working days, and you have to pay extra for the post service. Please visit CVASC's website for more details.
