Can I change from an L type to an s1 when in china?

My husband is applying for a z and has the invitation letter with his name only. We have been told that me and our 2 children should apply for L type tourist to enter the country then change this to s1 type when in shanghai and then apply for residence permit. Is this possible?

It is possible. And you can submit application at the same time as your husband applies for his work Z.
