What does this status mean? My tracking number is: RC152801044CN

RC152801044CN Collection Wuhan US Sat, 07 Dec 2013 15:05:00 GMT
RC152801044CN Dispatching Wuhan US Wed, 25 Dec 2013 16:27:00 GMT

It's been collected on December 7th, and until almost 3 weeks later it is finally "Dispatching."
It's almost been 2 weeks since it's been stuck at "Dispatching," does that mean it's in customs? Thanks.

As I know, it means that it has been checked by the post office and be repacked there. Then it will be sent out.
