Your brother should apply for the visitor type from the HK Immigration Department directly because it's the first time that he has applied for it. It takes around one month to receive it. The required documents are his passport, filled ID1003A form affixed with a recent photo which is the same as that on his passport, a copy of his passport information page, her itinerary (flight tickets for example) and financial statement (bank savings or salary proof from his employer). If possible, your uncle can be his sponsor in HK. In this way, he has greater chance of getting the visitor type for HK.

With Norwegian passport, you enjoy free entry to HK for 90 days. That means you will get a landing slip for 90 days when on arrival.
