According to the new entry and exit administration law, the applicants who apply in the third country or region must provide their resident permit for employment or study or any other legal status proof. So I am not sure if you can apply for it successfully. By the way, you should apply from the CVASC branch in New Delhi. Here is the contation information. You might contact them and see if you can apply there.
