Is this acceptable to enter Shanghai?

Hi, I plan to go to Cambodia from Taiwan, and I am wondering if I can stopover in Shanghai, the problem is, I will need a visa for Cambodia, but I will it for Cambodia when arriving in the Cambodian airport.

Do you mean you have VOA in Cambodia? If so, I think you can enjoy 72 hours free transit.
