About:Shanghai Railway Station

can I Foreigner ( Tourist ) buy a ticket from Shanghai To Hong Kong?

And can I buying the ticket for my friend too eventho he not stay in SH?

Yes, foreigners can buy train tickets by themselves.
As long as you have the passport number of your friend, you can also buy him a train ticket.
If you have any difficulty to buy on your own, it is suggested to book online in advance.
