I think you can apply for it from the Chinese embassy there. You need to provide your passport, filled 2013 version application form, a recent passport size photo, round trip air tickets and hotel booking in PRC and a copy of your passport and resident permit for studying in Uganda. If you can provide an invitation letter from a Chinese national in PRC or any unit or company, you needn't provide the round-trip air tickets and hotel booking.
