Pakistani national with green card applying for tourist visa to china

I am a pakistani national with but a USA permanent resident (green card holder). I applied for it and have been asked to provide a letter from a foreign affairs office in china. I don't know what this is and how to obtain one? Also I have applied for and received an L previously without this letter.
