I am afraid not because the embassy here does not accept applications from non residents. Have you tried to extend your L at Beijing PSB?

So you have a double entry one and your first entry is expired, right? If so, you needn't do any extension. You just need to visit HK for some time (one day is ok) and then reenter mainland China with your second entry.

You needn't go to the embassy again. Just spare a day in HK or Macau and go back again. Your second entry is activated.
