About:72-Hour Visa-Free Transit

Is it likely that Kunming will have 72 hour visa free entry by December/January?

I read that sometime in late 2013, the city/airport is applying to have 72 hour free entries. Is it likely that I'll be able to take advantage of that on December 29th?

Hi, I have also read news that Kunming were willing to apply for this, but they have not been approved.
