About:72-Hour Visa-Free Transit

Airline crew plus companion

Hello,
I am airline crew and want to take my husband on a trip to chengdu. Layover is 72hours exact.
He has an open ticket, but is listed for return flight.
Can he travel VISA Free?

I am afraid not, but he is able to apply for a Crew C visa for this trip.
