About:Apply for China Visa in a Third Country

CAn I apply for a visa to the mainland ( just going to Beijing for 3 days ) while in Hong Kong for 4 nights ?

Do you mean to apply for a Chinese tourist L in Thailand? as I know, it is impossible if you are a temporary visitor there. BTW, if you make Beijing trip as a stopover, it is ok for you to avail 72-hour free transit permit.
You are exempted from it for 4 nights stay in Hong Kong with US passport.

Are you holding a USA passport holder? In that case if you want to visit Beijing first then to Hongkong, just apply for a single entry of L before you visit China. You don't need a visa to visit Hongkong if you only stay there for 4 nights.
