US citizens in India needing visa for travel to Shanghai

We are US citizens staying in Chennai, India. My husband is here on an Indian multiple entry business visa and I am accompanying him on a multiple entry as well. I could not locate a Chinese consulate or embassy in Chennai to apply for it locally. Would we be able to get a multiple entry business VOA in Shanghai?
