how can i get multiple entry visa to china?

I am a Sri Lankan citizen and I travel to Guangzhou in China once a month or so and Chinese Embassy grants me only two entries in six months every time. When inquired officers inform me to get a government letter for this purpose. But I have no idea where to get it from. So If any one knows where to get it. Please let me know
