About:72-Hour Visa-Free Transit

hong kong, china then tokyo

Can my boss use the 72 hour visa transit if he flies from London to Hong Kong, then departs from Hong Kong to China and then he departs from Shanghai going to Tokyo

No, because the 72 hour transit can only apply to transit via one airport in mainland, such as PEK or PVG. You boss needs to apply for a transit visa for this visit.
