Transport from HK airport to cruise ship terminal

what is the cheapest way to get to the cruise ship terminal on Kowloon from the airport

From the airport, you can take the bus S1 to reach Tung Chung Station. Then you can get off the bus to reach Tung Chung MTR Station to take the MTR Tung Chung Line to reach Nam Cheong Station where you can change to West Rail Line to reach Austin Station. Get out of the station, you can easily walk to reach the terminal.
