Applying for an L visa with a Swedish passport in the Us

Hi, I'm currently in the US and want to apply for a tourist L to visit shanghai in a few weeks. I only have a Swedish passport, can I get it in San fransisco with my passport? And if so how much would that cost and would I have to go back to the consulate to pick it up? Thank you.

How about your status in US? because proof of legal stay or residence status is required if you apply in US.
Fee is USD 30 for a single entry under regular processing. You can pass the pick-up form to someone else for collection if you can not visit the consulate in person.

You can hand in your application but the consulate officers decide whether you will be granted with one.
