Do I Need to book my flights before I apply for visa?

Hello,
I am applying for a business visit and want to know if I need to book my flights before I apply for it or can I apply first then book flights?

For business visit, round-trip ticket is not mandatory if you have invitation letter from China. So, you can submit your application first.
