About:Apply for China Visa in a Third Country

Can I apply for a Chinese Tourist Visa while in San Francisco, California, USA?

I'm a Dutch Citizen in Curacao, the Dutch Caribbean. This is important to me, Thanks Kindly,

I think you'd better apply for it in Dutch before you leave. Although the embassy says that the applicants from the third country can apply if they can provide legal status (work or study permit or valid visa). But people still fail.
