Wheel chair for handicapped people

My wife needs to bring along a personal light weight wheel chair. Can it be stored in the passenger cabin or to be checked in as a luggage?

Generally, it should be taken as check-in luggage. If it is light one with small size, it may be allowed to be taken abroad. Anyway, different airlines have different regulations. You may ask your airline directly.
