About:China Consulate in Houston

I am trying to call your Houston Consulate to make some questions, but nobody answers

I am mexican citizen and I am traveling though United States and I need to get the China visa, it is posible to get it in the Houston Consulate?

I am afraid not, because the proof of legal stay or residence status is required if you apply with Mexican passport.
