Want process for S1 Visa?

Hi, i am from India and working in shanghai. Now planned to bring my spouse to china with me. Applying for L type for her from India and after that convert it to S1, is this correct! I want to ask that if we convert here in china then she need to go back to India once for final applying for S1?

Also want step by step guide regarding this? When she come here, which is the first step to follow? Where can i get all the form of PSB and also for L to convert to S1?

Any help highly appreciated? It's little bit urgent.
