I need to know which travel agency in Shanghai has the right to issue invitation letters for L visa?

If you can't provide the invitation letter, you can provide round-trip air tickets and hotel reservation instead. I am afraid that no agency is willing to provide the invitation letter to you if you don't join their tour.1

I have asked several of them, but they can not. it seems there are new regulations that only designated agencies can do it. i wondered whether someone know of any and can help. thanks0
