About:Chinese Embassy in Mexico

Do I need a Mexico passport to obtain a tourist visa to China at Tijuana Embassy?

I am a U.S. citizen, but I have a Mexico temporary resident card for business.

You can apply from Tijuana embassy with your US passport and valid temporary resident card there.
