For transit - Stay Permit

I will be transiting in SHANGHAI on-route to USA and transit time is less than 24hrs. I was told Malaysian Passport holder can apply for a "Stay Permit" so that I don't have to clear immigration and customs and recheck-in my bags to conitnue on my flight to USA after arriving from Kuala Lumpur. May I know how do I apply for this permit?

You can apply for a stay permit from Immigration Inspection after arrival at the airport with your passport and flight ticket.
